Ethiopia prepares draft proclamation to address complaints in relation to compensation

Addis Ababa, November 13, 2017 (FBC) – Ethiopia has prepared a new draft proclamation that is believed to address complaints that arise in relation to payment of compensation.

The federal integrated infrastructure development coordination agency told FBC today that, the draft bill mainly focused on sustainably rehabilitating those who will be displaced from their land for development purposes.

The proclamation issued in 2004 states that farmers shall be paid compensation equivalent to an average income of five consecutive years.

But, according to the new draft proclamation, if farmers loose their land, they shall be paid compensation ten times of the highest income from three consecutive years.

The draft proclamation also suggested for the establishment of sustainable rehabilitation fund, according to Solomon Gebremedihn, representatives of director general of the agency.

He said the draft proclamation will be referred to the House of People’s Representatives (HPR) for approval after public consultations are held to add inputs.
