Ministry finalizes preparation to provide overseas employment service

Addis Ababa, February 2, 2018 (FBC) –The Ministry of Labor and Social Affairs (MoLSA) of Ethiopia said it has finalized preparations to provide service for those who meet the requirements for overseas employments.

Ethiopia lifted the ban imposed four years ago on its citizens from travelling abroad for employment this week following the approval of the new Overseas Employment Proclamation No. 923/2016, replacing the old one, Employment Exchange Services Proclamation No. 632/2009.

Ambassador Misganaw Admasu, State Minister of Labor and Social Affairs, told journalists yesterday that the new proclamation tried to fill the gaps observed in the old one.

According to the new proclamation, a woman has to complete a minimum of grade 8th education to be qualified for overseas employment as a housemaid in the Middle East.

She is also required to receive 1-3 months basic language and skill training in a nearby technical and vocational training school as well as secure certificate of competence from the school.

He said in order to facilitate the employment process; the ministry will give licenses for employment agencies. According to data obtained from the ministry, 980 agencies have submitted applications to acquire the licenses.

However, the ministry has so far issued permits only for 20 agencies that have fulfilled the requirements.

According to Misganaw, the government of Ethiopia will deploy representatives to follow-up the well being of the workers and protect their human rights.

According to Ambassador Minganaw, citizens are allowed to travel only to countries that have overseas employment agreements with Ethiopia.  

Ethiopia has so far signed bilateral overseas agreements with Kuwait, Qatar and Jordan.

The State Minister finally said strict and legal actions will be taken against employment agencies which send workers illegally.
