IOM commends Ethiopia for enhancing migration governance with robust regulatory framework

Addis Ababa, March 13, 2023 (FBC) – IOM (UN Migration) commended the efforts by the Ethiopian Government in enhancing migration governance over the years, particularly the achievements in recent years. Ethiopia has developed a robust regulatory framework.

In his opening remarks at the Technical Working Group Meetings & 4th Regional Ministerial Forum on Migration (RMFM), Jian Zhao, IOM Ethiopia Deputy Chief of Mission, said that IOM is pleased to see the positive achievements by the efforts of the Ethiopian Government on labour migration governance.

“I would like to commend the efforts by the Ethiopian Government in enhancing migration governance over the years, particularly the achievements in recent years. Ethiopia has developed a robust regulatory framework”, he said.

He recalled that Ethiopia has “adopted legal instruments regulating its labour migration, like the Proclamation 923/16, and the Ethiopian Overseas Employment (Amendment) Proclamation 1246/2021. It has enacted a Proclamation to fight human trafficking and smuggling (Proclamation 1178/20).”

He confirmed that the Government is also finalizing a National Migration Policy, which will also address issues of labour migration and human trafficking and smuggling.

Labour migration, according to the IOM official, is a phenomenon of crucial importance for countries in the East and Horn of Africa.

Mr. Zhao reiterated that IOM Mission to Ethiopia is committed to continue working with the Ethiopian Government for further enhancing migration governance.

He also thanked Mufehirat Kamil, the Minister of Labour & Skills of Ethiopia and the Chair of the 4th RMFM for the leadership in steering the RMFM chairpersonship.

FBC sources confirmed that the technical working group meetings starting today will review a range of topics, including bilateral labour migration arrangements, ethical recruitment, international migration law and migrant workers’ rights, skills, job creation and youth employment, return and reintegration, gender, diaspora and private sector engagement, and consular, labour attaché/diaspora collaboration for the protection of migrant workers, etc.

The forum has reportedly brought together representatives of the East and Horn of Africa region countries as well as representatives from East African Community, IGAD and International Labour Organization,

The theme of the RMFM this year is: Labour Mobility, Migration Governance and Regional Integration in East and Horn of Africa.
